PREAMBLE
The PAIGC, founded on September 19, 1956, has exemplarily fulfilled its Minimum Program, which consists of liberating the peoples of Guinea and Cape Verde by conquering the sovereignty of their respective territories.
States, while laying the foundations for building a free, democratic and socially just society in each country.
After independence, the Party managed to win domestic and international sympathy, respect and admiration for the way it has led the destiny of the Guinean nation, namely through the creation and institutionalization of the state apparatus.
With the November 14 Readjustment Movement, the Party reoriented its action, correcting the mistakes that were hindering the building of a united, strong and democratic society.
By adopting this Constitution, which is faithfully in line with an institutional evolution that has never strayed from the ideas and choices of our people, a line reaffirmed by the profound transformations brought about in our society by legality, the rule of law and the enjoyment of fundamental freedoms, the National People’s Assembly of Guinea-Bissau reveals the fact that its articles are imbued with the humanism that has always inspired us and which is reflected in the rights and freedoms guaranteed to citizens here as irreversible conquests of our people.
The People’s National Assembly congratulates the PAIGC for the leading role it has always played in steering the destiny of the Guinean nation and welcomes the courageous and timely decision that Amílcar Cabral’s party has taken to implement the challenge of democratic openness towards the construction of a pluralistic, just and free society.
The PAIGC’s decision is in line with its historic tradition of seeking answers to the deep aspirations of our people at every turn.
Therefore, acting as faithful interpreter of the will of the people and in the exercise of its responsibilities as the highest organ of sovereignty, the National People’s Assembly approves and adopts, as fundamental law and to take effect on May 16, 1984, this Constitution of the Republic of Guinea-Bissau.
